Does GTA 6 release at the same time everywhere?

No. New Zealand gets it first, at 11:00 AM UTC on November 18, and Mexico last, at 6:00 AM UTC on November 19, 19 hours later. Rockstar has not announced a single global unlock time; these times follow the PlayStation and Xbox store listings.
